A day after Sandy, New Yorkers find a changed city

(AP) ? Stripped of its bustle and mostly cut off from the world, New York was left wondering Tuesday when its particular way of life ? carried by subway, lit by skyline and powered by 24-hour deli ? would return.

Mayor Michael Bloomberg and the power company said it could be the weekend before the lights come on for hundreds of thousands of people plunged into darkness by what was once Hurricane Sandy.

Bloomberg said it could also be four or five days before the subway, which suffered the worst damage in its 108-year history, is running again. All 10 of the tunnels that carry New Yorkers under the East River were flooded.

Sandy killed 18 people in New York City, the mayor said. The dead included two who drowned in a home and one who was in bed when a tree fell on an apartment. A 23-year-old woman died after stepping into a puddle near a live electrical wire.

"This was a devastating storm, maybe the worst that we have ever experienced," Bloomberg said.

For the 8 million people who live here, the city was a different place one day after the storm.

In normal times, rituals bring a sense of order to the chaos of life in the nation's largest city: Stop at Starbucks on the morning walk with the dog, drop the kids off at P.S. 39, grab a bagel.

On Tuesday, those rituals were suspended, with little indication when they would come back. Schools were shut for a second day and were closed Wednesday, too.

Coffee shops, normally open as close as a block apart, were closed in some neighborhoods. New York found itself less caffeinated and curiously isolated from the world, although by afternoon it had begun to struggle back to life.

Some bridges into the city reopened at midday, but the Brooklyn-Battery Tunnel, connecting Brooklyn to Manhattan, and the Holland Tunnel, between New York and New Jersey, remained closed. And service on the three commuter railroads that run between the city and its suburbs was still suspended.

Gov. Andrew Cuomo said bus service would be restored at 5 p.m. EDT, on a limited schedule but free. He said he hoped there would be full service on Wednesday, also free.

The New York Stock Exchange was closed for a second day, the first time that has happened because of weather since the 19th century, but said it would reopen on Wednesday.

Swaths of the city were not so lucky. Consolidated Edison, the power company, said it would be four days before the last of the 337,000 customers in Manhattan and Brooklyn who lost power have electricity again.

For the Bronx, Queens, Staten Island and Westchester County, with 442,000 outages, it could take a week, Con Ed said. Floodwater led to explosions that disabled a power substation on Monday night, contributing to the outages.

New Yorkers were left without power to charge their iPods and Kindles and Nooks for the subway. Not that there was a subway. People clustered around electrical outlets at a Duane Reade drugstore to power up their phones.

At a small market called Hudson Gourmet, in Manhattan's Greenwich Village, cashiers made change by candlelight and shoppers used flashlights to scour the shelves.

Lee Leshen used the light from his phone to make his selections ? three boxes of linguine and a can of tomatoes. His power was out, but the gas in his stove worked, so he could cook. He said he almost never cooks but is learning.

John Tricoli, his wife, Christine, and their 6-year-old twins spent Monday night holed up in their 11th-floor apartment in one of several lower Manhattan office buildings that were converted to condos in the 2000s and have drawn young families. Once the power went off at 7 p.m., there was a major challenge ? no TV.

By candlelight, "we colored, we read, we played games ? old school," Christine Tricoli said as the family emerged to go on a walk on Tuesday that started with a trek down 11 flights of stairs.

"There was even talking," she said.

The city modified its taxi rules and encouraged drivers to pick up more than one passenger at a time, putting New Yorkers in the otherwise unthinkable position of having to share a yellow cab with a stranger.

Livery cabs and black sedans, normally allowed to pick up passengers only by arrangement, were allowed to stop for people hailing rides on the street.

The landscape of the city changed in a matter of hours.

A fire destroyed as many as 100 houses in a flooded beachfront neighborhood in Queens. Firefighters said the water was chest-high on the street and they had to use a boat to make rescues.

In Brooklyn, Faye Schwartz surveyed the damage in her Brooklyn neighborhood, where cars were strewn like leaves, planters were deposited in intersections and green Dumpsters were tossed on their sides.

"Oh, Jesus. Oh, no," she said.

The chief line of demarcation Tuesday ran through Manhattan's Chelsea section. Above 25th Street, delis did business and traffic lights worked. Below 25th Street, nothing.

For some New Yorkers, the aftermath of the storm stirred memories of the blackout of August 2003, when a cascading power failure in the Northeast left the city without power for parts of two days. This time, as then, there was no sign of looting or widespread crime. Nine people in all were arrested on charges they stole from a gas station, an electronics store and a clothing store in Queens.

But the 2003 blackout was a communal experience, with strangers lounging on stoops and bars blaring music into darkened neighborhoods. This time, people had to stay indoors and wait.

At a darkened luxury high-rise building in lower Manhattan, resident manager John Sarich was sending porters with flashlights up and down 47 flights of stairs to check on people who live there.

He said most people stayed put despite calls to evacuate. One pregnant woman started having contractions, and Sarich said that before the power went out, he nervously researched online how to deliver a baby.

"I said, 'Oh boy, I'm in trouble,'" Sarich said. The woman managed to find a cab to take her to a hospital.

Bloomberg told reporters that the storm deaths were tragic but said the city pulled through better than some people expected, considering the magnitude of the storm.

The mayor said: "We will get through the days ahead by doing what we always do in tough times ? by standing together, shoulder to shoulder, ready to help a neighbor, comfort a stranger and get the city we love back on its feet."

Attempts to create truly small gaming desktops usually involve at least some kind of performance hit. Even HP's category-bending Firebird, one of the few stand-out examples, had to use toned-down graphics to succeed in a tiny enclosure. Digital Storm might have broken the trend towards sacrifice with its new Bolt desktop: although it's just 3.6 inches wide and 14 inches tall, the Bolt can cram in as much as a GeForce GTX 680 and will even let gamers upgrade the graphics like they would in a full-size PC. The seemingly logic-defying (if also finger-defying) case still allows room for as much as an overclocked 4.6GHz Core i7, 16GB of RAM and storage options that meld a spinning hard drive with up to two SSDs and a DVD burner. Digital Storm isn't even setting an absurd base price, but it's in the cost that we finally see the catch to the miniaturization tricks. The $999 entry-level Bolt carries a modest 3.1GHz Core i3, 8GB of RAM, a 1TB hard drive and GeForce GTX 650 Ti, while it takes a staggering $1,949 to get a fully decked-out Core i7 system with a GTX 680. Those prices might be worthwhile for anyone who has ever strained while lugging a traditional tower to a game tourney.

    The Tufin Security Suite from Tufin Technologies helps network administrators analyze firewall rule sets. Firewall operations management sounds really complicated, but it essentially boils down to giving administrators information about what changes have been made to the firewall policies, and who made them. Tufin has integrated the software into the T-80, a small appliance that makes it even easier for small businesses to get identify conflicts and to ensure the firewall rules are in sync with corporate policies.

    Why Might You Need Tufin?
    Networks aren't static. New rules, such as opening up a new port to allow an application to have access outside the network, are often created on the fly and old ones aren't always turned off when they are no longer needed, such as when an application is no longer used and that port doesn't need to be open anymore. Sometimes a new rule conflicts with the old one, or even duplicates the functionality of an existing one. People leave and no one remembers why a certain port was opened or closed. After a while, it is difficult to look at the hodgepodge of rules and know what the firewall is doing.

    Tufin gives administrators the ability to create and implement new firewall policies and manage existing rules with a clear audit trail. Say someone decides that a port needs to be opened in order to use an application. The administrator can look at the request against existing corporate and compliance policies, figure out whether opening this port will cause problems for existing rules, and document that the request was made. Later on, when someone else asks why that particular port was open, TSS has all the answers ready at hand.

    Who Tufin Is For?
    The T-80 is intended for the small- to medium-size business, and it works with a wide range of commercial firewalls, including Cisco PIX, ASA, and FWSM firewalls, as well Fortinet FortiGate, Juniper Netscreen, JunOS, and Palo Alto Networks firewalls. For the purpose of this review, Tufin sent along a NetScreen 5GT from Juniper Networks.

    Organizations with multiple firewalls would need something like the T-80 to help keep track of what rules have been applied where. Organizations with strict regulatory and compliance requirements (such as PCI-DSS) can also use the T-80 to ensure the firewall rules are in line with what is needed, and be able to provide auditors with proof. And finally, businesses that have implemented specific firewall rules beyond the basics can rely on the appliance to make sure the rules are doing the job. Even the simplest network with only one firewall can get complicated. A management tool gives administrators some visibility into what is being allowed in and out.

    The T-80 can support up to 10 firewalls. While the price of the appliance itself is not that bad, at $1,995, the price tag gets pretty steep once you factor in the price of other software. Customers must buy the 1-year license for SecureTrack for $5,994. For Check Point, Cisco, Juniper Networks, Fortinet, and Palo Alto Networks,SecureTrack has an additional fee of $1,998 per firewall. A 1-year license?SecureTrack Advanced Monitoring, Policy Analysis and Automatic Policy Generator is $445 for each Cisco router or switch, Cisco Nexus switch, and Juniper Networks M/MX Routers being managed. A 1-year license for SecureTrack Basic Monitoring per each Cisco router or switch, or Juniper Networks M/MX routers is $140.

    Tufin offers a 30-day evaluation of the appliance before making the investment, and there are also one-time audit licenses to be used during an audit without having to buy the appliance outright. Tufin sells through the channel, so interested businesses will need to work with a certified partner.

    Getting ready for this review took a while, because I had difficulty finding a firewall that would work with the T-80. Despite having several business-grade routers and firewalls in-house, it turned out many of them weren't feature-rich enough. It's not exactly a con, but the organization has to make sure to have a next-generation firewall, or one of the IOS appliances from Cisco, deployed before the T-80 or other similar products can be of any use. Organizations who are interested in getting some visibility over their firewall and routers but not having a supported device, would have to look elsewhere for answers, or just tackle the list manually.

    Opening the Box
    Tufin T-80 comes in a small, square bright blue box. The appliance measures 1.9 inches by 6.5 inches by 6.5 inches and tips the scales at 2.9 pounds. There is a bright blue power button on the front panel which flickers to indicate activity. On the back panel, the appliance has a serial port, a VGA connector, a power outlet, a Gigabit Ethernet port and two USB 2.0 ports.

    The appliance ships with a DB9 console cable to use to access the management interface, and a USB flash drive containing documentation and relevant firmware and files needed to recover the appliance in case of failure.

    Hooking up the equipment was a snap. I connected the T-80 to the same network that I had deployed NetScreen 5GT firewall from Juniper Networks. I accessed the management interface using a computer on the same subnet as the firewall and the T-80. The network was set up so that the T-80 management machine and the firewall were on the subnet. I also could have used the crossover cable to directly connect the T-80 to the management server to set up the appliance.?Next: T-80 Setup, Management Interface

    Report: Super PAC, party ad spending nearly on par

    (AP) ? Outside groups have spent nearly the same as political parties in about two dozen competitive elections this year, a new report found.

    Super PACs and other independent groups dropped about $24.8 million on ads affecting the 25 most-competitive House races, according to a study by New York University's Brennan Center for Justice. That's compared with about $24.9 million that the political party congressional campaign committees spent on the airwaves.

    The study found the phenomenon affects both Democrats and Republicans. Its findings suggest outside groups are having similar effects in the spending on political races as traditional political parties.

    The study also found Democratic candidates are more often reliant on donors who give in smaller amounts.

    Super PACs are flourishing this election thanks to loosened rules that allow them to raise and spend unlimited sums of cash. Those groups and other nonprofits are driving the presidential election alone to cost about $2 billion.

    Just in: yet another US orchestra is locked out

    Is it not true that what we consider ? music as art ? today was in it?s day, ? music as entertainment ?? The decision as to what is entertainment and what is art seems to lie along the line of what folks are willing to spend their dwindling ? desposable income ? on. As to whether ? the state ? should become the benefactor in support of ? art music ?, isn?t it worth noting that much of the ? art music ? of today was originally underwritten by ? the state ?, or at least members of ? the elite ruling class ??

    Two things have happened, in my opinion. Music appreciation courses have been eliminated from school curricula; and managerial salaries have become abusive. As for ? music appreciation ?, I suppose it could be argued that if it is necessary to teach one how/why to appreciate ? art ? then the art has lost its relevancy. But without community outreach ( youth concerts, etc ) where will the next paying audiences come from . . . . and not just paying concert-goers, but citizens within the business community who feel that they should contribute through endowing/underwrtitng their orchestras?

    Maybe it?s necessary to pay management salaries which are competitive with other management salaries within the community in order to obtain and retain the kind of talent necessary to perpetuate fiscally sound programs and practices which assure longer-term stability than the lesser-paid managerial staff who see in many cases a launching pad for a greater career? I can sympathize with musicians who, being asked to take pay and benefit concessions, don?t see a similar sacrifice being made on the management end of the stick. Surely this conflict could be handled better in many cases without the musicians yielding to the pressure from unions and guilds to strike? . . . . but then without the conflicts, there wouldn?t be any need for unions, eh?

    In order for orchestras to survive, there will necessarily be fewer of them, perhaps becomming regional organizations instead of city-specific. I don?t think private underwriting will be enough for survival, with more dependency on state support ultimately being required. I think there is plenty of room for fresh, creative presentation as opposed to the 100 penguins sitting stiffly on a stage. My instincts tell me that there may be a whole new, visually stimulating video/multi-media universe of performance presentation out there which would excite audiences and encourage new, integrated compositions.

    We gotta think out of the box with respect to musician/management relations, AND repertoire/venue presentations!

    (AP) ? In this tech-savvy city teeming with commuters and tourists, the cell phone has become a top target of robbers who use stealth, force and sometimes guns.

    Nearly half of all robberies in San Francisco this year are cell phone-related, police say, and most occur on bustling transit lines.

    One thief recently snatched a smartphone while sitting right behind his unsuspecting victim and darted out the rear of a bus in mere seconds.

    Another robber grabbed an iPhone from an oblivious bus rider ? while she was still talking.

    And, in nearby Oakland, City Council candidate Dan Kalb was robbed at gunpoint of his iPhone Wednesday after he attended a neighborhood anti-crime meeting.

    "I thought he was going to shoot me," recalled Kalb, who had dropped his phone during the stickup. "He kept saying, 'Find the phone! Find the phone!'"

    These brazen incidents are part of a ubiquitous crime wave striking coast to coast. New York City Police report that more than 40 percent of all robberies now involve cell phones. And cell phone thefts in Los Angeles, which account for more than a quarter of all the city's robberies, are up 27 percent from this time a year ago, police said.

    "This is your modern-day purse snatching," said longtime San Francisco Police Capt. Joe Garrity, who began noticing the trend here about two years ago. "A lot of younger folks seem to put their entire lives on these things that don't come cheap."

    Thefts of cell phones? particularly the expensive do-it-all smartphones containing everything from photos and music to private e-mails and bank account statements? are costing consumers millions of dollars and sending law enforcement agencies and wireless carriers nationwide scrambling for solutions.

    In San Francisco, police have gone undercover and launched a transit ad campaign, warning folks to "be smart with your smartphone." Similar warnings went out in Oakland, where there have been nearly 1,300 cell phone robberies this year.

    When Apple's ballyhooed iPhone 5 went on sale last month, New York City police encouraged buyers to register their phone's serial numbers with the department. That came just months after a 26-year-old chef at the Museum of Modern Art was killed for his iPhone while heading home to the Bronx.

    In St. Louis, city leaders proposed an ambitious ordinance requiring anyone who resells cell phones to obtain a secondhand dealers license. Resellers also would need to record the phone's identity number and collect detailed information including the seller's names, addresses, a copy of their driver's licenses ? even their thumbprints.

    "It will take a national solution to make this problem go away," St. Louis Mayor Francis Slay said of the phone thefts.

    Though some experts put annual cell phone losses in the billions of dollars, there is no precise figure on how many devices are stolen each year.

    However, the problem has become so visible that it has caught the attention of lawmakers and regulators seeking to take the profit out of cell phone theft.

    In April, U.S. Sen. Charles Schumer, D-New York, and New York City Police Commissioner Ray Kelly announced that the major U.S. cell phone carriers and the Federal Communications Commission have agreed to set up a national database to track reported stolen phones. It is scheduled to launch in late 2013.

    Schumer also introduced a bill called the Mobile Device Theft Deterrence Act, which proposes a five-year prison sentence for tampering with the ID numbers of a stolen cell phone. The bill is supported by the Cellular Telecommunications Industry Association (CTIA), a Washington, D.C. advocacy group.

    In addition, CTIA officials said carriers are expected to launch individual databases later this month to permanently disable a cell phone reported stolen. The initiative is similar to a successful decade-old strategy in Australia.

    Previously, U.S. carriers have only been able to disable so-called SIM cards, which can be swapped in and out of phones. That's led to a profitable black market for stolen phones.

    Chris Guttman-McCabe, CTIA's vice president of regulatory affairs, said the goal of creating theft databases is to render stolen cell phones worthless.

    "We want to dry up the aftermarket," Guttman-McCabe said. "Hopefully, there will be no sense in stealing a phone and a once valuable piece of hardware will essentially turn into useless metal."

    Right now, the incentive is to steal and that's creating huge losses, said Kevin Mahaffey, a co-founder of Lookout, a San Francisco-based mobile security firm which has advised carriers about the national database.

    "Thieves know that carrying a smartphone is like carrying $500 in your hands," said Mahaffey. His company estimates that stolen and lost cell phones could cost American consumers more than $30 billion this year.

    Many cities with highest rates of stolen and lost phones also rank among the FBI's listing of U.S. cities with the highest crime rates, including Cleveland, Detroit, Oakland and Newark, N.J., Mahaffey said.

    Meanwhile, cell phone thefts and police response continue at a frenzied pace.

    In Chicago, two men were each charged with armed robbery last week after stealing an iPhone from a teen.

    In Oakland, nearly three dozen people were recently arrested during a sweep for allegedly stealing smartphones. On Tuesday, police arrested 15-year-old boy who allegedly swiped a woman's iPhone near Oakland's City Hall and sold it in downtown San Francisco for $200 to buy marijuana.

    "It's a quick crime of opportunity, a snatch and grab, either by foot or on bike," Officer Johnna Watson, an Oakland police spokeswoman, said. "The thieves are gone in an instant."

    Legal Disclaimer for certain pages with non-JS fallback | drupal.org

    I'm wondering if anyone's implemented a legal disclaimer pop-up/redirect which works in Drupal 7 & if uses JS then provides a fallback for those who have JS turned off?

    Closest I've seen is http://drupal.org/project/disclaimer but that needs some further upgrading for 7 & doesn't provide fallback.

    I'm thinking rules & legal so for anon users they get redirected to a page of terms first and not using a popup at all - will no doubt not work well on mobile as many popups don't!

    Spelheim, the Citylands

    Landscape
    The landscape of Spelheim is one of gentle hills and meandering rivers. The mud roads are well kept, connecting one village to the next. Much of the land surrounding the capital was deforested and made into farmland, but a few deciduous woods remain in the more southern areas.

    Aside from the capital, a number of other places of interest exist. An academy for military magic exists on a small western island, a little out of the western coast. Only students that have been tested for devotion and loyalty to the City are accepted here ? others remain at the general academy, locked within the City walls. A second island can be seen to the south-east of Spelheim. The murderous sea prevents reaching it, but when the Veil was still intact, it originated (or ended) in an ominous tower on this isle. Additionally, mysterious dolmen sites are spread throughout the Citylands.

    People
    The people of Spelheim are colloquially referred to as Citians, even those that have never set a foot inside the City. They possess brown or red hair, and spend their days farming, crafting, or hunting. Magic is almost thing of myth to most ? any discovered magician will be immediately relocated into the City.

    A second group of people exists within Spelheim ? a group of nomads-turned-traders known as the Socharev. They travel between the two kingdoms, trading wares and stories. These nomads are not an ethnic group per se - anyone is free to join their caravans. However, their appearance breeds true, and offspring between Citian and Socharev tend to have the latter?s characteristic black hair. Lately, they have been submit to heavier discrimination than before, as the Apostate was born from these people.

    Government and politics

    A village may only call itself a Town after reaching a sufficient level of civilization. When the City Council bestows a Township, that Town is appointed a City noble as its regent. In effect, most towns are governed by representatives of nobility, as it is considered a shame upon one?s house to reside outside of the capital. Towns manage the taxes and laws of the surrounding area, and possess administrative offices and communication post that act as the City?s eyes and ears. Any Town in Spelheim has a stable with horses that may reach the City in less than one day and night.

    Technology
    Though the City raises prodigious builders and architects, due to an over-reliance on its mages, Spelheim?s non-magical technology has certain gaps. Due to the overwhelming offensive capabilities of magic, gunpowder has not yet been weaponized to the extent it has in Id-Heren. Armour craft, on the other hand, is highly advanced, and often comes with specialized structures for reinforcing Earth magic to latch on to.

    Religion
    For those living outside of the walls, the entirety of the City is a holy place, a target for pilgrimage. The monopoly on magic is considered proof that the supreme god ? the Maker ? has a special place in its heart for Spelheim and its people. Every settlement must own a church dedicated to the Maker?s glory to be eligible for Township.

    The Socharev are a primarily spiritual people, believing instead in a number of guardian animals, which are worshipped through decorative woodwork - primarily on their wagons, but also on jewelry. Officially, the Socharev have all been forcibly to converted to the Church of the Maker, but the sincerity with which this is practiced varies wildly.
